Український інститут відкрив представництво у Франції

Український інститут, інституція культурної дипломатії при Міністерстві закордонних справ України, відкрив своє представництво у Франції. Участь у відкритті взяли Перша леді України Олена Зеленська, держсекретар з європейських справ МЗС Франції Лоранс Бун, міністерка культури Франції Ріма Абдул Малак, перша заступниця міністра закордонних справ Еміне Джапарова, генеральний директор Українського інституту Володимир Шейко, президентка Французького інституту Єва Нгуєн Бін, заступниця мера Парижа з питань культури Карін Ролан та президентка Асоціації Українського інституту у Франції Ірина Дмитришин.

« Якщо спитати зараз у багатьох європейців, що вони знають про Україну не з новин, а зі сфери культури, з книжок, яких наших класичних художників, письменників, напевне, це буде складним запитанням. Прикро, що світ починає більше дізнаватися про українську культуру та наш внесок у світову лише через російський напад. Але добре, що таки дізнається. Бо наша культура доводить : ми є, завжди були й будемо. Хоч би як імперія хотіла – й зараз хоче – нас знову привласнити », – сказала Перша леді України Олена Зеленська.

Відкриття представництва Українського інституту у Франції є свідченням стратегічної значущості культурної взаємодії між країнами. Франція завжди була важливим партнером України, зокрема у контексті національної безпеки та євроінтеграції. Утім, французи мало знають про українську культуру та історію, сприймаючи через призму російської інтерпретації.

« Відкриваючи своє представництво у Парижі, Український інститут демонструє особливе значення культурних зв’язків між Францією та Україною. Ми повністю підтримуємо ключову роль, яку він відіграватиме у розбудові стійких суспільств, особливо у складні часи, – сказав Алекс Сорос, голова Open Society Foundations. Зусилля з відновлення України повинні також включати мистецтво та культуру, щоб зберегти її спадщину та забезпечити сталу присутність у серці європейського культурного ландшафту ».

У березні 2022 року група українських волонтерів започаткувала у Франції культурний проєкт Printemps Ukrainien (з фр. « Українська Весна »), який прагнув познайомити французьку аудиторію з українською культурою. Результатом стали 96 культурних заходів, які зібрали понад 40 000 відвідувачів. Проєкт відбувався за ініціативи представниці Українського інституту у Франції Ольги Сагайдак, у партнерстві з Посольством України у Франції, за підтримки DOFA та USAID. У 2023 році проєкт було трансформовано у постійну інституцію – представництво Українського інституту у Франції.

« Безпрецедентна увага світу до України відкриває нові можливості для культурної дипломатії між Україною та Францією. Взаєморозуміння, обізнаність та співпраця між двома культурами зміцнює європейський проєкт та робить наші суспільства більш поінформованими та стійкими. Щоб надати більше можливостей для українських та міжнародних культурних діячів, ми відкриваємо представництва Українського інституту в ключових країнах-партнерах у тісній співпраці з Міністерством закордонних справ та посольствами України », – коментує Володимир Шейко, генеральний директор Українського інституту.
Місія представництва Українського інституту у Франції – робити українську культуру впізнаваною, створювати запит на знання про неї і попит на український культурний продукт через представлення української культури як вагомої і невід’ємної складової європейської культури, стимулювати активну залученість Франції до допомоги українській культурі, відновлення і реставрації об’єктів культурної спадщини. Команда Українського інституту працюватиме у La Gaîté Lyrique (Гете́ Лірі́к), культурному майданчику Парижа, що має на меті реагувати на культурну, соціальну, демократичну та кліматичну надзвичайну ситуацію та запрошує людей переходити від ідей до дій.
Український інститут користується широкою інституційною підтримкою у Франції : коло друзів утворили Міністерство культури Франції, Міністерство Європи та закордонних справ Франції, Французький інститут, Посольство Франції в Україні, міська влада Парижа та La Gaîté Lyrique.

Подія відкриття проходила у культурному центрі La Gaîté Lyrique та завершилася концертом Джамали – кримськотатарська співачка виконала найкращі зразки концертної програми. На концерті буду присутні очільники міністерств і державних інституцій Франції та України, донорів, дієвці культури обох країн, медіа та представники діаспори. Ведучою церемонії відкриття стала Елізабет Кян, відома французька журналістка, телеведуча та обличчя каналу ARTE, європейському суспільному каналу, присвяченому культурі.
Відкриття представництва у Франції стало можливим завдяки підтримці партнерів : Open Society Foundations, Міжнародний фонд « Відродження », Міністерство культури Франції, Міністерство Європи та закордонних справ Франції, Французький інститут, міська влада Парижа, La Gaîté Lyrique, а також за підтримки Посольства Франції в Україні, Посольства України у Франції, Міністерства закордонних справ України. Представництво Українського інституту у Франції стане другим закордонним представництвом Інституту після відкриття першого у березні 2023 року у Берліні, Німеччина.

Ukrainian Institute Opens its Representative Office in France

The Ukrainian Institute, Ukraine’s cultural diplomacy institution, has opened its Representative Office in France. On 9 November, First Lady of Ukraine Olena Zelenska, the Secretary of State for European affairs Laurence Boone, Minister of Culture of France Rima Abdul Malak, First Deputy Minister of Foreign Affairs of Ukraine Emine Dzhaparova, Director General of the Ukrainian Institute Volodymyr Sheiko, President of the Institut français Eva Nguyen Binh, Deputy Mayor of Paris for Culture Carine Rolland, and President of the Association of the Ukrainian Institute in France Iryna Dmytryshyn delivered speeches at the opening ceremony in Paris.

« If you ask many Europeans what they know about Ukraine not from the news, but from the sphere of culture, from books, which of our classical artists, writers, it is likely to be a difficult question. It is sad that the world is starting to learn more about Ukrainian culture and our contribution to the world only because of the Russian attack. But it is good that the process of discovery is happening. Because our culture proves : we exist, we have always been and will be. No matter how much the empire wanted, and still wants, to appropriate us again. » – First Lady of Ukraine Olena Zelenska.

Since February 24, 2022, Ukraine has garnered significant global attention, and in response, the Ukrainian Institute has taken steps to strengthen its connections with European partners. The establishment of the Representative Office of the Ukrainian Institute in France underscores the strategic significance of cultural collaboration between the two countries. France has always been an important partner for Ukraine, particularly in matters of national security and European integration. Yet, the French public has limited knowledge of Ukrainian culture and history, often viewing them through a Russian perspective.

“In opening its Paris branch, the Ukrainian Institute shows the importance of the cultural ties between France and Ukraine. We strongly support the pivotal role it will play in fostering resilient societies, especially during challenging times,” said Alex Soros, Chair of the Open Society Foundations. “Recovery efforts in Ukraine must consider art and culture, both to preserve its heritage and to secure a lasting presence at the heart of the European cultural landscape.”

In March 2022, a group of Ukrainian volunteers launched the cultural project Printemps Ukrainien (French for « Ukrainian Spring ») in France, seeking to introduce Ukrainian culture to the French audience. The project resulted in 96 cultural events that attracted over 40,000 visitors. Printemps Ukrainien was initiated by Olha Sahaidak, representative of the Ukrainian Institute in France, in partnership with the Embassy of Ukraine in France, with the support of DOFA and USAID. In 2023, the project evolved into a permanent institution – the Ukrainian Institute in France.

“The world’s unprecedented attention to Ukraine opens up new opportunities for cultural diplomacy between Ukraine and France. Mutual understanding, awareness, and cooperation between the two cultures strengthens the European project and makes our societies better informed and more resilient. To provide more opportunities for Ukrainian and international culture makers, we are opening Ukrainian Institute offices in key partner countries in close cooperation with the Ministry of Foreign Affairs and Ukrainian Embassies,” comments Volodymyr Sheiko, Director General of the Ukrainian Institute.

The mission of the Ukrainian Institute in France is to promote Ukrainian culture abroad, foster curiosity in its exploration, and generate demand for Ukrainian cultural offerings. This is achieved by presenting Ukrainian culture as a significant and integral part of European culture, as well as encouraging France’s active participation in supporting Ukrainian culture, including restoration and renovation of cultural heritage sites. The team of the Ukrainian Institute will work in La Gaîté Lyrique, a cultural platform in Paris designed to respond to the cultural, social, democratic and climate emergency and invite people to shift from ideas to action.
The Ukrainian Institute is grateful for significant institutional support in France : from the French Ministry of Culture, the French Ministry of Europe and Foreign Affairs, the Institut français, the French Embassy in Ukraine, the City of Paris and La Gaîté Lyrique.

The opening event took place at the La Gaîté Lyrique cultural centre and came to a close with a concert by Jamala, the Crimean Tatar singer, performing the best hits from her concert programme. The concert was attended by the heads of ministries and state institutions of France and Ukraine, donors, cultural figures from both countries, media and representatives of the diaspora. The opening ceremony was hosted by Elisabeth Quin, a well-known French journalist, TV presenter and the face of ARTE, European public service channel dedicated to culture.
The opening of the Representative Office of the Ukrainian Institute in France was made possible thanks to our partners : Open Society Foundations, International Renaissance Foundation, the French Ministry of Culture, the French Ministry of Europe and Foreign Affairs, the Institut français, the French Embassy in Ukraine, the City of Paris and La Gaîté Lyrique, as well as thanks to the support of the Embassy of Ukraine in France and the Ministry of Foreign Affairs of Ukraine. The Ukrainian Institute in France will become the second foreign representative office of the Institute after the opening of the first one in March 2023 in Berlin, Germany.

L’Institut ukrainien a ouvert ses portes en France

Déclaration de Madame Olena Zelenska, Première dame d’Ukraine :
« En réponse à l’attention sans précédent dont l’Ukraine fait l’objet depuis le 24 février 2022, l’Institut ukrainien souhaite approfondir ses relations avec ses partenaires européens. L’inauguration d’une représentation officielle en France montre l’importance que revêt la coopération culturelle entre les pays. La France a toujours été un partenaire de choix de l’Ukraine, notamment pour les questions de sécurité nationale et d’intégration européenne. Cependant, les Français connaissent peu la culture et l’histoire ukrainiennes, souvent perçues au travers du prisme russe ».

Déclaration de Madame Rima Abdul-Malak, ministre de la Culture de la France : « En mars 2022, un groupe de bénévoles ukrainiens fait naître un projet culturel en France, le Printemps ukrainien, dont le but est de sensibiliser le public français à la culture ukrainienne. Depuis, le Printemps ukrainien a organisé 96 événements culturels et rassemblé plus de 40 000 spectateurs. Ce projet a été mené par Olga Sagaidak, représentante de l’Institut ukrainien en France, en partenariat avec l’ambassade d’Ukraine en France et avec le soutien de USAID et du fonds ukrainien DOFA. En 2023, ce projet se transforme en représentation culturelle permanente avec l’ouverture de l’Institut ukrainien en France ».

L’équipe de l’Institut ukrainien travaillera à La Gaîté Lyrique, lieu culturel de la Ville de Paris, qui entend répondre à l’urgence culturelle, sociale, démocratique et climatique, et invite les citoyens à transformer leurs idées en actions.

« En inaugurant une représentation officielle à Paris, l’Institut ukrainien souligne l’importance toute particulière des liens culturels entre la France et l’Ukraine. Nous soutenons entièrement le rôle clé que jouera cette institution dans le développement de sociétés résilientes, surtout dans des temps difficiles, a déclaré Alexander Soros, président de l’Open Society Foundations. L’effort de reconstruction de l’Ukraine doit également passer par l’art et la culture, afin de préserver le patrimoine culturel ukrainien et d’assurer une présence durable de l’Ukraine au cœur du paysage culturel européen ».

L’Institut ukrainien en France se donne pour mission de mettre en lumière la culture ukrainienne, de stimuler l’intérêt et la demande pour celle-ci en promouvant son importance et son caractère intrinsèquement européen, tout en encourageant un rôle actif de la France dans l’aide à la culture ukrainienne et dans la reconstruction et la restauration du patrimoine culturel ukrainien.

L’Institut ukrainien est fort de ses soutiens institutionnels en France et est heureux de compter parmi ses partenaires le ministère de la Culture français, le ministère de l’Europe et des Affaires étrangères français, l’Institut français, l’ambassade de France en Ukraine, la mairie de Paris et La Gaîté Lyrique.
Volodymyr Sheiko, directeur général de l’Institut ukrainien, affirme que « L’intérêt mondial sans précédent suscité par l’Ukraine inaugure de nouvelles possibilités pour la diplomatie culturelle entre l’Ukraine et la France. La compréhension mutuelle, le savoir et la collaboration entre nos deux cultures renforcent le projet européen et rendent nos sociétés plus informées et plus résilientes. Afin d’agrandir le champ des possibles pour les acteurs de la culture ukrainiens et internationaux, nous ouvrons des représentations officielles de l’Institut ukrainien dans les pays partenaires clés, en étroite collaboration avec le ministère des Affaires étrangères ukrainien et les ambassades en Ukraine. »

La cérémonie d’ouverture s’est déroulée dans le centre culturel de La Gaîté Lyrique et a débuté par un concert de Jamala, chanteuse issue du peuple tatar de Crimée, qui a donné à entendre les meilleures chansons de son répertoire. Parmi les spectateurs du concert, on comptait des ministres et directeurs d’institutions étatiques français et ukrainiens, des donateurs, des acteurs de la culture issus des deux pays, ainsi que des représentants des médias et de la diaspora. La cérémonie a été animée par Élisabeth Quin, journaliste française, présentatrice de télévision et visage de la chaîne culturelle franco-allemande ARTE.
L’inauguration d’une représentation officielle de l’Institut ukrainien en France a été possible grâce à la coopération de l’Institut ukrainien, de l’Open Society Foundations et de l’International Renaissance Foundation, et grâce au soutien de l’ambassade d’Ukraine en France, du ministère des Affaires étrangères de l’Ukraine, du ministère de la Culture français, du ministère de l’Europe et des Affaires étrangères français, de l’Institut français, de l’ambassade de France en Ukraine, de la mairie de Paris et de La Gaîté Lyrique. L’Institut ukrainien en France devient ainsi la deuxième représentation officielle de l’Institut ukrainien à l’étranger, après l’ouverture en mars 2023 de l’Institut ukrainien en Allemagne, à Berlin.
